US-Mexico border which is about 2000 miles long . A strange thing is that there is no proper fencing on the border like if any Mexican civilian want can go to USA by crossing the borders without any difficulties. because of this many Mexicans have already gone to USA, and many of them are living in USA as illegal immigrants.
HISTORY OF BORDER WALL
The first person to talk about border wall openly was Donald Trump. He said about it on March 6,2015 in his tweet, though he was not the President of USA that time but still he was member of Congress . And I think no one hoped that Donald Trump will become President of USA and will beat Hiliary Clinton.
And I think that the promise of making a border wall by Donald Trump had a very important role in his winning of 2016 Elections.
EXCELLENT USE OF OPPORTUNITY BY DONALD TRUMP
When In 2015, Donald Trump raised this proposal, the situation of World was very sensitive especially of Europe because of ongoing Refugee Crisis , as many refugees were fleeing from war zone especially from Middle Eastern Countries like Syria, Yemen etc. , they were granted refugee status by many countries like Germany, France, Sweden and they were allowed to settle in the countries.
After granting them refugee status that there was increase in crime rate of countries in which most refugees were granted refugee status.
There were reported cases of rapes, murder by the refugees. As the media covered it extensively and it was also broadcasted in USA.
People of United States of America started getting feared from crimes done by refugees. Their mind was in state of insecurity.
Donald Trump used this as a opportunity and promised many things like Border Wall, so he can stop the illegal migration of Mexicans, if he would won the election.
WHAT IS THE ISSUE?
The continental border between USA and Mexico stretches over 2000 miles.
The wall will touch 4 American States which are Arizona, New Mexico , Texas, California and it is also extended and meets Pacific Ocean and Gulf of Mexico .
ILLEGAL IMMIGRATION IN USA
As per a report of US Department of Homeland Security, 1,70,000 illegal immigrants have enter USA through Southern Border in 2015.There are approximately 5.6 million 'unauthorised immigrants' from Mexico living in USA by 2016 , as per a report of Pew Research Center.
There are total 10.7 million 'unauthorised immigrants' living in USA , which is 3.3% of total population of USA. So we can assume that more than 50% of the immigrants come from Mexico.
5.6\10.7 *100= 52.33%.
WHY MEXICAN CIVILIANS ILLEGALLY MIGRATE TO USA
1. Better living standards as compared to Mexico.
2. Immigrants got better wages in USA in agricultural sector , as the citizens of USA do not like to work in agricultural sector , they are mostly employed in service sector. So it becomes easy for immigrants to find employment in agricultural sector to do work like harvesting , sowing etc. It also benefits the American farmers as immigrants are not citizens of USA , so any law of USA made for minimum wage of labours in not applied on immigrants . So where farmers have to pay 6$ or 7$ per hour to employ an American citizen , there they have to pay 2$ or 3$ per hour to employ immigrants . Many economists think that the illegal immigrants are benefiting the American economy because if they will not come in USA, then farmers have to employ native citizens of USA who will charge 6$ or 7$ per hour , so the prices of vegetables and fruits will go up, which are daily needs of a human being. This can lead to 'hyperinflation' in USA.
EFFECTS OF ILLEGAL IMMIGRATION
So till now , we have discussed that illegal immigrants are in USA , and indirectly they are benefiting the economy of USA.
But some immigrants are damaging US also, as they go in USA to make gangs,mafias.
As we all know media manipulates the mind of its viewers , media extensively covers the crimes done by Mexican immigrants, so a image has been made in the brain of USA citizens that Mexicans are bad and they are only responsible for crimes in USA.But I think that's not the reality because only 0.8% of immigrants are charged with crime and that's very less.
CAUSE OF DELAYING THE WALL CONSTRUCTION
Coming back to the promise of Donald Trump in 2016 , to make a wall on the border to stop migration of Mexican citizens, When Donald Trump promised it, people asked questions like- 'What would be cost of making the wall?' and will the tax in USA will be increased to finance the construction.
At that time , Donald Trump said;" Mexico will pay for the wall". And some sources estimate that the cost of the wall could be $8- $60 billions.
When Donald Trump was elected as President, when US government said Mexico that they want to build wall and Mexico is requested to provide funding for the construction of the wall , because from Mexico only millions of immigrants migrate in USA.
In January 2017 , the Mexican President refused to pay for the wall.
Since, now the funding would not be coming from Mexico , so now he has to accommodate the cost of construction in the budget of USA.
25 January,2017 Trump signed Executive Order 13767 , which said to start constructing the border wall , but the problem was that there was no clarity in the order, that how much long wall would be , how the construction will be funded?
As now 2019 has come and no construction has been started, so it is pressuring Congress to approve $5 billion for the project.
As the Congress refused to pay for the construction. Hence, a shutdown was triggered by Donald Trump. Now Donald Trump is saying that he has powers to call a national emergency in USA and to pressurise Congress to pass the funding.
